k315rc5dirk2_r1: CPU Frequency Verses load experiment: Powersave mode after a fresh boot.
The intel_pstate code includes Dirk's (private, not public) 8 patches.

. Note this goes to 3.8 Giga Hertz, as expected. (Doug check: Does it get to the highest pstate? it looks only close to me.)
. The CPU frequency is calm and low at the start of the experiment, as shown in detail A.
. at the start of the experiment, the relatively strong elapsed time kick in sometimes forces the CPU frequency too low.
. The CPU frequency settles fast to a calm and low value at the end of the experiment as shown in detail B.
